The answer is "no". wordpress.COM and wordpress.ORG run on different software. Almost everything you find on the internet that pertains to "WordPress" refers to free-standing installs from wordpress.ORG. Unless whatever you read states wordpress.COM whatever you are reading will not apply to free blogs from and being free hosted by wordpress.COM on their multi-user blogging platform.

Please read this entry on the front page of the wordpress.com support documentation and familiarize yourself with the differences between free blogs being free hosted on the wordpress.COM multi-user blogging platform, and free-standing wordpress.ORG installs.

WordPress.com vs. WordPress.org - The differences
http://support.wordpress.com/com-vs-org/

Editing templates and themes - The ability to edit the core PHP and HTML template files of any theme is a functionality that is ONLY applicable to privately hosted blogs and sites using the WordPress.ORG software.

There is no FTP access - no plugins and no uploading themes for those with free blogs from and being free hosted by wordpress.COM on their multi-user blogging platform. That functionality that is ONLY applicable to privately hosted blogs and sites using the WordPress.ORG software.

For code restrictions that apply to free blogs from and being free hosted by wordpress.COM for security reasons see here > http://en.support.wordpress.com/code/

Does wordpress.com have an option to specify the media folder where images will be uploaded e.g. /images/ and to turn off the year/month/subfolder creation when uploading images?

A google search suggests this functionality is there, but I could not find anything in my dashboard - is this a restriction on the hosted platform?
Thanks

Thanks - will check out image hosting sites, although will start with the Media library. My only concern with the library was not finding any way to export all the library (as is possible with posts and links) and the possibility of broken links if I move the site since it would use the .wordpress.com/files/xxx... url.

If the image links point to the old host now don't expect that to be the case for long. That's called hotlinking and in essense it means you are stealing bandwidth. You will have to bulk upload your images either to the wordpress.com servers or you will have to get a free image hosting acount bulk upload and link to them there. I don't do any recommending. I leave it to readers to check out what's avaialble and make their own decisions.

With wordpress's flash uploader (which is the default, you can choose multiple images to upload, although I would typically suggest keeping it to 10 or less at a time. Sometimes with slow internet connections it will produce a timeout and not all the images will upload.

What is the best practice to host images. I just moved some posts from my previous blog to wordpress.com and all the image links still point to the old blog host. If I want to avoid this, is it best to put it on a separate image host - if so, what would be your recommendation - picasa, flickr etc - that is also friendly with WLW ftp upload?
Thanks.
PS: Great site!
